What the TNPSC instructions actually say
Quoted from the Commission’s Instructions to Applicants, revised with effect from 22 March 2022 and updated to 26 April 2024. These are the sections that decide whether a photograph or signature is accepted.

Reviewed 18 September 2026. The Commission’s own copy could not be reached that day, so the sections above were checked against an archived copy of the same document (opens in a new tab) (snapshot 2 January 2026). The amendments the document lists after its 2022 revision concern examination conduct, not these sections. If your portal shows different figures, the portal wins.
Pixels, file size and DPI are three different checks
Section 2-M gives a physical size in centimetres and a pixel size for the same photograph. At 200 DPI, 4.5 cm is roughly 354 pixels, not the 170 pixels the same sentence states. The two figures do not reconcile, and the instructions do not explain why.
This tool follows the printed pixel values and byte ranges rather than substituting a converted figure, because those are what the upload screen checks. Changing the pixels changes the shape of the image; changing the quality changes the file size; DPI is metadata recorded inside the file, not a visible property. The name and date must already be on the photograph
Section 2-M requires the applicant’s name and the date of photography printed at the bottom of the photograph, occupying 1.5 cm (55 pixels) of its 170-pixel height. This tool does not add, draw or verify that text; it resizes a photograph that already carries it.
If your photograph does not have the name and date, have them printed when the photograph is taken or processed, then prepare the file here. An application with a photograph missing them is liable to rejection under section 2-P.
Which sections apply to One Time Registration
Section 2-D, which governs One Time Registration, fixes the byte ranges, the 200 DPI resolution, the filenames and the three-month recency rule. It does not state a pixel size for OTR. The 130 × 170 pixel photograph belongs to sections 2-M and 2-N, which govern the image uploaded with an application.
This preset applies those application-stage dimensions, which also satisfy the OTR requirements. If your portal screen shows different figures, the portal wins: use the photo resizer and enter them directly.
A correctly sized file can still be rejected
When dimensions and bytes are right, the cause is usually the content or the source: a signature drawn in the wrong ink, a face crop that removes an ear, a background that is not plain, or a scan of the whole sheet instead of the cropped photograph.

Does this tool add my name and date to the TNPSC photo?
