When this helps, and when it does not

Use it when a portal rejects a file for being under a minimum size. It cannot rescue a blurry or low-resolution photograph, and no amount of extra bytes will. If the portal caps the size instead, use the photo resizer.

Satisfy the minimum without damaging the image.

Enter the exact minimum from the portal's current notice. A portal's KB is 1024 bytes, and the tool states the byte count it will produce before you download.
Read the result panel before downloading: it separates your original image data from the inert filler added to reach the target, so you always know which bytes are which.
Open the downloaded file once and confirm it still looks right. Extra bytes raise the file size; they never raise the resolution or restore detail.
